State Consultation on Review of Uttar Pradesh Population Policy June 19-20, 2015

"A revised population policy should capture the aspirations of the most marginalized and disempowered of our society so that with the help of this policy they can realize their dreams" said Shri Alok Ranjan, Chief Secretary, Government of UP at the inaugural session of a State Consultation to review, revise and formulate an effective and forward looking Population Policy for Uttar Pradesh. The consultation held on June 19-20, 2015 at Hotel Taj, Lucknow was organized jointly by SIFPSA and PFI. The Chief Secretary also emphasized the need to ensure that a rights-based, gender sensitive and equitable framework is the guiding force for the revised policy. He announced the formation of a drafting committee to guide the drafting of the revised policy, chaired by Mr Keshav Desiraju, Secretary (Retd.) to Government of India.

Shri Keshav Desiraju, present on the occasion also expressed his support to the review process and appreciated the inclusive manner in which the revision of the policy has been undertaken through regional consultations. Sri Arvind Kumar; Principal Secretary – Medical, Health & Family Welfare, setting the context for the consultation said, "The State has fallen short of achieving the 2011 markers for critical issues such as reducing the Total Fertility Rate (TFR), increasing age at marriage, complete immunization, TT coverage, increasing the average age of the mother at first birth" He also mentioned that this was an opportune time to revise the policy.

Ms Poonam Muttreja, Executive Director, PFI, while sharing the process adopted for the review, reiterated that reiterate that for all of us working in this field, family planning is not just about counting numbers - It is a matter of women's rights and gender justice – of treating women with dignity and It is a major contributor to 7 of the 8 Millennium Development Goals (MDGs). Sri Amit Kumar Ghosh; Executive Director, SIFPSA /Mission Director, NHM gave the vote of thanks and expressed his hope that the consultation will result in rich deliberations and inputs for the revision of the population policy for the state.

Principal Secretaries and senior government officials of Health and Family welfare and other departments such as Panchayati Raj, Women and Child Development, Education etc. participated in this important event. Participants also included senior doctors, health and family welfare department staff, noted academicians, development sector and civil society representatives. This event was a culmination of a series of four regional consultations organized in Allahabad, Agra, Gorakhpur and Moradabad.
